396. இடப்பங்கீடு - தனிமடல் பதிவு

//ஒரு வேண்டுகோள்:

என் பதில்கள், முடிவுரை என்ற இக்கட்டுரையின் கடைசிப் பகுதிகளை வாசித்து அதற்கான உங்கள் கருத்துக்களைக் கூறுமாறு கேட்டுக் கொள்கிறேன்.// இப்படி ஒரு வேண்டுகோளுடன் என் முந்திய பதிவாக சிங்கைப் பதிவர்களின் கட்டுரைப்போட்டியில் வென்ற என் கட்டுரையை அளித்திருந்தேன்.

தொடக்கூடாத கட்டுரை போல் எவ்வித response-ம் இல்லாமல் "பாவம்" போல் (3 பின்னூட்டங்கள் தவிர )அக்கட்டுரை அப்படியே இருந்துவிட்டது.
இக்கட்டுரை யார் கண்ணிலுமே படவில்லை போலும். நமக்குத்தான் சாதிகளை வைத்து சண்டை போட மட்டும்தானே நேரம் இருக்கிறது! வந்திருந்த பின்னூட்டங்களில்  மூன்றாவது பின்னூட்டம் என் பதிவுகளின் வாசிப்பாளராக மட்டும் இருந்து வந்த நண்பர் ஒருவரின் தனி மடலாக ஆங்கிலத்தில் வந்துள்ளது.

இந்த நண்பர் (I.A.S.) U.P.S.C. தேர்வுகளில் வென்றுள்ளார்.(வாழ்த்துக்கள் அவருக்கு.) இடப்பங்கீட்டிற்கான பிரச்சனைகளில் அவரது கருத்தை அவர் வெளியிட்டுள்ளார். அதனை இங்கு தனிப்பதிவாக இடுகிறேன்.


1)I joined classes in Delhi around October xxxx in a reputed institute.I came across multiple students but most of the OBC students i came across where from southern india especially tamilnadu,few from maharashtra and andhra but never i encountered a reserved category student from north india though there might be a few.The higher prevalence of OBC candidates from states like tamilnadu indicates reservation extended to them from as early as 1930s has empowered people to certain extent.

Note: The seats extended for STs are invariably cornered by meena community.if you open the list of candidates selected and search for meena/mina you will find around 20 candidates.This questions the very rationale behind reservation having a 'entry only' list,with no procedure for review and removal of existing castes from the list

2)Next with regard to OC seats exclusively reserved for FCs.the process is little complicated and not as simple as anna university counselling system as many people think.there are many benefits extended to reserved category candidates

If a reserved category candidate avails any of the benefit extended to his category in ANY part of the examination he is deemed to have used reservation benefit and will be considered as reserved category candidate till the end
ex: if a candidate from obc in his 5th attempt gets rank 1 he will be treated as OBC
if a candidate from SC in his 1st attempt and age 31 gets rank 1 he will be treated as SC

So where does the confusion arise.

Consider the example of a OBC candidate who got rank 175.If his 1st preference is IAS in general category he would have not got it.In general category he would have been allotted IPS.So using his reservation benefit as OBC he will get IAS and his seat in IPS will fall vacant.

The bone of contention was that IPS seat which fell vacant. according to my knowledge madras high court said the IPS seat has to go for another OBC candidate whereas the SC has ruled that it has to go to general quota which is perfectly fine because the OBC candidate was allotted a IPS seat from the general pool and not from OBC pool.Perfectly fine!!.UPSC has been maintaining a reserved list of candidates pending this court judgment every year for the past 4 years

3)the argument that UPSC and DOPT are strongly against reserved candidates is not acceptable. True till last year candidates were called for interview on basis of category and region.
this year category has been done away with, and candidates are anyway called on the basis of region. but the truth is we really dont know how upsc does this.of the approximately 50 students called in my session most of them were from ap,kerala,tn
this was the composition of 6 candidates who were in my group (attended interview on a particular date particular session and particular board. evey board interviews 6 candidates in morning and 5 candidates in evening session)
3 from tamilnadu(i beleive all 3 were OBC !!),one kerala,one UP,one chattisgarh
when i browsed the list of selected candidates i found that only me and kerala guy had made to the list

So i totally deny the fact that the UPSC members are biased against reserved category students as a matter of principle i have never come across any case where a reserved category candidate was questioned about reservation putting him in uncomfortable position in the interview

4)the marks are revealed only on basis of dob and not roll no.TRUE.but this i dont think is a big issue because the students are experienced hackers who get the whole database from upsc and do all sort of analysis including which optional is doing well,which region candidates perform well etc

5)Now the main issue. how come the OBC candidates are close to 27% as said by sharad yadav in the hindu article.I will share what exactly happens according to what i heard and this i am not very sure.

Consider a OBC candidate from tamilnadu secured, say, rank 10 and got IAS in general category itself.
But when it comes to cadre(state) allotment.there are 2 issues
a)performance in first 3 months training(called foundatation course) is given one-third(not sure of this figure) weightage along with our rank and a final list is compiled

consider this person when to 14th rank in this list.still it doesnt affect the chances of him getting a general category seat

b)lets say the person has given 1st preference as tamilnadu, his home state.Now the cadre is allotted as per vacancy.
If there is one more candidate above him say rank 5 who wants tamilnadu.He will be alloted tamilnadu in general category and if there are NO vancies in general category in tamilnadu cadre when it comes to rank 14 the candidate will be ready to get the vacancy in OBC category instead of being thrown to some other state

hope i am clear.but this issue is also pretty much complicated

MORAL OF THE STORY: 2 interpretations
1)DOPT has its own methods to make way for general category candidates by forcing the reserved category candidates to choose seats in reserved category by some means
2)It is highly complicated process so DOPT,UPSC resort to the method of reverse reservation as understood by many people

If it is a clear case of reverse reservation it would have come to limelight to students like us who are preparing for 2 years and i would have given my category as general and gone for that 50% seats instead of giving OBC and fight for that 27 % !!!!!
The rank list released by UPSC is not ranking of candidates as per their marks but ranking according to vacancies in general,OBC.
I am not pretty sure of things happen unless i go to the training myself and watch the allotment of cadre

the bottomline is UPSC is a very complicated case of reservation and is not like roster system of anna univ counselling.

தனிமனிதன் முன்னேற்றத்திற்கோ, ஒரு சமூகப்பிரிவின் முன்னேற்றத்திற்கோ ஒரு விரலைக்கூட அசைக்காத பதிவுலகம் ஒரு பெண்ணிற்கு அவமானம் எற்பட்டுவிட்டது என்று பண்ணும் அலம்பல்கள் சகிக்கவில்லை.

it must be also noted here that some other community was mistakenly spelt as meena community in the gazette order of govt therby enabling this community to enjoy the benfits entitled to some oth community..before the govt could rectify its error in the gazette..this community has formed a big lobby and this community was pitted against the gujjars during their agitation..statistics during the gujjar agitation revealed there was only one gujjar in the all india services till then..

When the case of extending reservation in IITs and IIMs came up in 2006, the counsel representing the forward communities argued that the population of BCs is based on 1931 census. now when the question of including caste in the census arises, the same FCs are against it arguing that including caste in the census is very difficult(when iris scans of the whole population can be stored in database, it seems collecting caste details is difficult). A double standard unnoticed

இட ஒதுக்கீடு என்பது என்னைப் பொறுத்தவரை சாதிய அணுகுமுறையில் இருப்பதால் ,அது மறைமுகமாக அல்ல நேரடியாகவே சாதியை வளர்க்கிறது. ஒருவர் நியமணம் அவரின் தகுதி மற்றும் திறமையின் அடிப்படையிலே இருக்க வேண்டும் . சாதிய அடிப்படையில் இட ஒதுக்கீடு அமைவதால் அது நியமணத்தின் போதே இவர் இன்ன வகுப்பைச் சார்ந்தவர் என்ற நடைமுறை சாதிய சங்க குழுக்களை உருவாக்கி அதற்கென ஒரு கூட்டம் உருவாகி , அவ்ர்களுக்கு உதவ வழி செய்கிறது .

நியமனம் செய்யப்பட்டவரும் தன்னை பாதுகாக்க இந்த கட்டமைப்பில் சிக்கி , சாதிய வளர்ப்புக்கு செயல் படுபவராகவே உருவாகிறார்.


அனைத்து அரசு துறை அலுவலகங்களிலும், ஏன் சமுகத்தை சீர்படுத்தும் ஆசிரிய பணியிலும் அவர் கோட்டால வந்தவர் , இல்லைன்னா இந்த வயசுல வேலை வாங்க முடியுமா என்று அனைவர் , ஏன் அவர் காது பட பேச படுவதை கேட்க முடிகிறது. அது நேரடியாகவே சாதிய முறையை வளர்க்கிறது.

நிச்சயம் சமுகத்தில் உள்ள ஏற்றத்தாழ்வுகளை ,படிப்பறிவு ,வேலைவாய்ப்பு என அனைத்து விதத்திலும் அனைவருக்கும் கொடுக்க , பொருளாதார ரீதியாக சர்வே எடுத்து , பொருளாதார ரீதியான ஒதுக்கீடு அளிக்கப்படுமானால் சாதி மறைய வாய்ப்பு உண்டு. அனைத்து தரப்பு மக்களும் உயர்வு பெற வழியுண்டு.


இன்று பொருளாதார ரீதியாக தன்னிறைவு பெற்றுள்ள கம்புயூட்டர் துறை சார்ந்தவர்கள் , சாதி மறந்து , திருமணம் புரிவது அதிகமாகி வருவது , பொருளாதார அடிப்படியில் சிந்திப்பதால் தான் . ஏன் நாம் வருங்காலத்தில் இட ஒதுக்கீடுகளை பொருளாதார அடிப்படையில் பிரிக்க முயற்சி எடுக்க கூடாது.

என் மடலை உங்கள் blogil போட்டதுக்கு ரொம்ப நன்றி.upsc பற்றிய சந்தேகங்களை என்னிடம் கேளுங்கள்.முடிந்தவரை பதில் கூறுகிறேன்.மதிரை சரவணன் சொன்னது போல் குறிப்பாக sc /st candidates இட பங்கீடு பயன்படுதுரான்களோ இல்லையோ அவர்களை சரிசமமாக பார்க்கும் பழக்கம் இன்னும் அரசாங்க அலுவலகங்களில் வரவில்லை.அதே போல் sc /st சேர்ந்தவர்களும் வேலை சரிவர செய்யாமல் இருந்து மேலதிகாரி திட்டினால் ஒடனே அவர் மீது மொட்டை கடிதாசி இல்லாட்டி அவங்க caste association இல் முறையிட்டு அவர் வேலைக்கே உலை வைக்கிறார்கள்.ஆக இட பங்கீடு.....has both sides of a coin

இட ஒதுக்கீடு ஒரு பெரிய சப்ஜெக்ட்டுங்கய்யா.

அத ஒழிக்கனுமுன்னு தோனுச்சுன்னா, மொதல்ல மக்கள்கிட்ட ஒரு யூனிஃபார்மிட்டிய ஏற்படுத்தனும். அதுக்கு நீங்க, நான், எல்லாரும் ஒத்துழைக்கனும்.

இன்னும் 99 சதவீத கிராமங்களில் தாழ்த்தப்பட்ட மக்களை பதிவியோ, படிப்போ,பணமோ மக்களை ஒன்றாக்காமல், மலத்துக்கு சமமாக நடத்துவதை நாம் அறியாமல் இருந்தோமென்றால்...., மன்னிக்கவும் நாம் கடக்க வெண்டிய தூரம் இன்னும் இருக்கிறது.
